Chansey has the "Heal" ability and is very useful because this quest happens underwater and you lose HP while doing it. With Chansey you can recover your HP.

Stage 1 - Saffron Pokecenter

At the Saffron Pokecenter, locate the quest teleport.

Stage 2 - The investigation begins

When you enter the teleport, you will be taken to an area where you will stay submerged until you complete the quest.

You must defeat all Pokemon to move forward.
