Stage 1 - Fifth Key Piece

Still in Draco's house, after receiving the fourth key piece, you can climb the last stairs.

You must have the fourth key to climb the stairs.

Stage 2 - The Fifth Request

When you talk to Tobi, he will ask you to drop 150 broken keys from Graveler.

Note: Geodude and Golem also drop in smaller and greater quantity.

Stage 3 - The Search

You must defeat Graveler or its evolutions to obtain the requested item.

Stage 4 - Deliver the Items

Return to Tobi's location and deliver the keys.

After delivering the keys, you will receive the fifth key piece.

Rewards

Stage 5 - Travel to Pewter City

You must go to Pewter City. If you have a Pokemon with teleport, it will help a lot.

Stage 6 - Find Richard

You must find NPC Richard to build the master key.

Stage 7 - Build the Master Key

Climb the stairs and talk to Richard to build the master key. You will need all 5 pieces to build it.

Rewards

Stage 8 - Return to Lavender

With the Master Key, you can always enter Lavender Tower.
