Stage 1 - Find the Third Officer Jenny

Go to the Market area in Saffron City.

Stage 2 - The First Request

When you talk to Officer Jenny, she will ask you to drop 100 Gloom berries.

Note: Oddish and Vileplume also drop in smaller and larger quantities.

Stage 3 - The Search

You must defeat Gloom or its evolutions to obtain the requested item.

Stage 4 - Deliver the Items

Return to Officer Jenny's location and deliver the requested berries.

After delivering the berries, you will receive the third and last item to enter the Kyogre quest.

Stage 5 - Build the Key

Go to Cerulean City and find the last Officer Jenny in this quest.

Stage 6 - Build the Key

Talk to Officer Jenny and build the key with all other parts in your inventory.
